sideration your letter of the 7th instant 14649 and

its enclosures respecting the case of Liang Tou
charged with the crime of murder in the leased terri-
tory of Kowloon. He has also taken advantage of the
presence in this country of Sir John Jordan, His Maj-
esty's Minister at Pekin, to invite his views on the
various points to which Sir F. Lugard calls attention,
and I am now to offer the following observations for
the information of the Earl of Crewe.
It is stated in Mr. Ross' despatch of the 29th of
March to the Colonial Secretary that according to
Chinese law a man cannot be convicted of murder in the
first degree until he admits having taken part in the
